Thanks for the advice Garrett and Guillaume. I read the policy stuff on incubator releases in [1] and [2] but didn't see anything about using private directories and not using official repositories.
The way we have done the previous milestone releases is to upload the archives to this location, get the Woden and Incubator PMC votes passed, then publish a link to the location on the Downloads page of the Woden website. We can use a private repository next time during the voting phase, but I assume it's OK once the vote has passed to put milestone releases in /www/people.apache.org/dist/ws/woden/. If not, I'd like to be able to tell that it from [1] or [2].
