You know my incubator mantra (well maybe not), "Simpler rules, more clarity". For example, we instate a rule "Podlings should do a release while in incubation that satisfies all the generic ASF release policy guidelines and criteria (in particular legal ones) as well as all the incubator-specific rules." that is simple, clear, and easily verifiable (in so far as those policies and rules are simple and clear).
