I'm not sure I would go so far as requiring a full release.   I think the rule
would be:

"Podlings should produce a release candidate while in incubation that
satisfies all the generic ASF release policy guidelines and criteria (in
particular legal ones) as well as all the incubator-specific rules.  The
candidate should be presented to the incubator PMC for verification and
approval, but the podling will not be required to release such candidate."

Basically, get things "ready" while in the incubator and show the process is
understood, but allow it to be fully released after graduation when
the "incubator" branding can be removed if the PPMC of the podling thinks
that's best for their project.
