Well, what can I say other that there seem to be different opinions on the issue. Maybe those different opinions can be summarized like this:
a) IRC is harmful for open development b) IRC is not harmful for open development per se and can in fact be a useful additional communication channel *if* used wisely. ;) A question that remains now, as this has been an 'official' though vote-less discussion on the incubator list, is whether a project that utilizes an IRC channel as part of it's communication mix should be regarded as a project that has some work to do to fit in ASF, or that the opinions in this discussion should be regarded as non-binding advices.
