interesting...

i'd hope that proposers would read all of the incubator documentation and
a reasonable percentage of the foundation documentation. perhaps i was being
optimisitic :-/

a separate entry to incubator document sounds like a good idea.

but with links into branding and the other documents rather than move the
content.
