I did the first time, and just did it again. Neither time is it
clear what's supposed to be done. However, that might be due to
linguistic issues.

Is it that a new foo.html should be put alongside the foo.cwiki, made
to contain what is desired, and then committed? And that the TEMP_HTML
stuff is no more than a jumping-off place for doing that, namely what
the cwiki was laste rendered into? I'm stretching here, because if
that's the intent it sure isn't clear to me.

The either/or aspect is far from obvious to me. So updating the cwiki,
then doing the generation and update on the Web system still works?
If someone were to want to move to HTML, would it create the foo.html
and then delete the foo.cwiki?

See, it doesn't appear to be a 'slight change' to *me*. Possibly to
you, since you're a part of the change process, but noe to me. From
here it looked like a significant change of direction, not the addition
of an alternative path.

Forrect-0.6.. Is that still the one that needs to be executed out
of someone's directory on the Apache system? Or is that no longer
functional and generation needs to be done locally again?

'Most people managed' != 'no-one else has complained'.

The swearing is at the situation and the confusion, not at any people.
I'm certain everyone has good intentions, and that no-one is tryng
to make things harder.
