If the project is intended to go under an existing PMC, e.g., axion going to
the DB PMC, the "landing PMC" is the latter.
I could support a policy that an initial PPMC shall consist of the Incubator
PMC, and the landing PMC if any, which should then vote in Committers.
However, I feel that we should be fairly serious about getting most, if not
all, of those Committers onto the PPMC.
