I think any ASF member that wants to be active in any part of incubation should be immediately placed on the PMC as soon as they request it. Non-ASF members should have to prove themselves worthy first, taking into consideration their involvement in other ASF projects, but they too should be part of the PMC before they are allowed to be a shepherd.
The fact that there needs to be a shepherd from the Incubator PMC is out of question.
Umbrella PMCs are a waste of time and energy. The purpose of the PMC structure is to legalize a volunteer's activities, not to create a bureaucracy for deciding what other people do.
Working with your exact words, we could come to think that activities done by people not on the PMC are not legal, which is not the case.
The PMC is there for the wellbeing of the project, and to ensure that the project continues to go on even after volunteers come and go.
Hence, if the sponsor, as we said, shall be an Apache member, he is already legally "safe", and does not need to be on the PMC. I doubt that an Apache member that does his first incubation is knowledgeble as a PMC member that has seen more than one.
IMV the Incubator is a lot about incubation continuity. So if the sponsor is interested in *incubation*, rather than incubating *a* project, he will surely be proposed to the PMC sooner or later. If he simply wants to help out on that *single* project, there is no need to make him part of the PMC, as he doesn't care about how the Incubator itself will go on, and a more long-standing PMC member is IMO needed to help him through incubation.

p.s. The role of the chair is to help the committee discuss the issues that need to be discussed, make sure decisions are made when voting is proposed, and ensure that the results of a decision are acted upon by someone (either volunteer or, if necessary, assigned).
