should be immediately placed on the PMC as soon as they request it.
Non-ASF members should have to prove themselves worthy first, taking into
consideration their involvement in other ASF projects, but they too should
be part of the PMC before they are allowed to be a shepherd.
Umbrella PMCs are a waste of time and energy. The purpose of the PMC structure is to legalize a volunteer's activities, not to create a bureaucracy for deciding what other people do.

p.s. The role of the chair is to help the committee discuss the issues
that need to be discussed, make sure decisions are made when voting
is proposed, and ensure that the results of a decision are acted
upon by someone (either volunteer or, if necessary, assigned).
