Certainly not.  Only that codebases that have direct dependencies on GPL
or LGPL libraries aren't usually candidates for incubation

Exactly what is written:  Seek a sponsoring member.  ASF Members are

Project Management Committee.  In addition to finding a sponsoring
member, you might find that your CMS would be a good fit under the
umbrella of an existing project.  in that case, you would probably lobby
the PMC of that project to have them sponsor your incubation.
