In vcpkg, I see downstream build errors for pdal, osgearth, gz-common5.
This seems to be related the GDAL_DEBUG changes, https://github.com/OSGeo/gdal/pull/11314, in the context of forward declarations in non-gdal code. It is probably visible only in debug builds. (Vcpkg builds debug and release.)

For pdal, the error is:
