I expect this is <https://github.com/AdaCore/git-hooks/issues/19> (only 
applicable in rare cases of diffs in mixed character sets, and now fixed 
upstream).

Yes, I think updating (and moving to Python 3) is a good idea (where the 
relevant part of the update for that error would be the fix for issue 19).  
With testing done first if possible using 
/home/gccadmin/gcc-reposurgeon-8.git as that's what we use as a testbed 
for hooks / repository configuration changes.
