For the record: I don't care for requiring Bugzilla for all submissions, 
but having it as an optional way of submitting patches, especially those 
for bugs that already have PRs, seems a good idea to me *if* it can be 
made to send the *full text* of any patch attachment and any replies to it 
in the body of a message to gcc-patches, not just gcc-bugs.
