Jeremie Salvucci is not listed in the copyrights file.  I don't know
what procedure he followed, but he does not have a copyright
assignment on file.  The FSF does not accept scanned JPEG forms, so I
don't know what you're talking about.  Based on what you have written,
I have no idea what procedure he actually followed for his assignment
and disclaimer.  Did he complete the assignment request form, email it
to the FSF, sign and return the form?  Did he obtain a disclaimer form
from the FSF and return the form signed by his institution?

CEA LIST has a copyright assignment on file.  When Jeremie Salvucci is
employed by CEA, his work will be covered by the existing assignment
for CEA.

Once he has an assignment in place, a number of people can sponsor him
for SVN write access.  I can sponsor him.
