4.0 will not bootstrap on Glibc systems built with _stock_ Glibc 2.3.3 or
2.3.4 tarballs. Patched Glibc's are of course fine. (Please, no comments on
the wisdom of using unpatched Glibc's).

This is rather critical, yet a bugmaster saw fit to remove the 4.0.0 target
milestone on this bug:
