< $13-16k per year is a huge number. Does this include "child care" .. i.e. 
taking care of the child for working parents? That is a lot more expensive than 
"pre-school". >

Doggy day care is about half that.  If a dog has the intelligence of a 2 year 
old, and pre-K child is 4, then a linear extrapolation to an 18 year freshman’s 
day care (tuition) is about $63k a year.  Must be the complexity of the control 
system that is required!
