which version of FS are you using? I think the regheader was added for 
version 5. If you're using an earlier version, you'll need to create the 
registration with

tkregister2 --mov rawavg.mgz --targ aseg.mgz --regheader --reg 
rawreg.dat --noedit

Then pass rawreg.dat to mri_label2vol with the --reg flag.
