This is problem was created when FSL 4.0 was made the default. To fix it,

setenv FSLDIR  /usr/pubsw/packages/fsl/3.3.2

or

setenv FSLDIR  /usr/pubsw/packages/fsl/3.3.7-rh9

then source stable or dev
