No.

As in, no it's not big in the Linux world; it's not used at all,
because it's a Windows only tool.

And also, no it can't write diskettes AFAIK.

If you want to make bootable USB keys easily, I recommend Ventoy these
days. It does work with FreeDOS; I have tried it.

If you just need to write images to USB, Balena Etcher is free, easy,
looks good. Snag: it is huge, because it is an Electron app.
