The error occured for me in a program that had a lot of calls to the seek procedure with a large file. I worked around the problem by letting the program read a chunk of the file to the memory and then pick the data to be used from memory, before reading a new chunk. I thought at first that I could tell the OS which data I wanted and then let the OS figure out how much reading from disk to buffers were necessary. But it looks like Windows cannot handle a lot of requests and/or large files.
