If the error is not in the list of run-time errors, it means it is an OS-specific error which is not translated to an equivalent Free Pascal error. You will have to look up the meaning of this error in the Windows API documentation.

OK, thank you. There is an error number list in the Borland win32 Programmer's Reference. Is that the relevant one (when Windows is the OS)? Only some of the errors seem to be in accordance with the corresponding numbers in the FreePascal error list.
