The SDK is a) compiled for a particular version of the flash player b) is
compiled for a default locale. It can be compile for multiple locales but you
need to specify the locale other than the default via a compiler option.
Before this change he flash player version or the locale as not specified in
the description. If you compile for multiple locales or for multiple flash
player versions this could be confusing. For 4.6 SDK they it assumes en_US and
11.1 which may not be what you want.
