My thinking is if we have

01 gets 100 votes
05 gets 12 votes
06 gets 9 votes

then we have a clear majority. But something tells me it might not be
that clear cut.

Or top 4 and we keep narrowing it down till we have one clear winner.

Sorry to be vague, but there's 1000 ways to do this and I think we
just have to arbitrarily pick one.
