The following command produces a 40-FPS Matroska file, and the next one transforms it into a 25-FPS file: ffmpeg -lavfi testsrc=r=40:d=10 /tmp/in40.mkv ffmpeg -i /tmp/in40.mkv -vf setpts='N*40' /tmp/out25.mkv Therefore, as far as I am concerned, this setfps filter is only useful because you did not correctly understand what the setpts filter can do.
