You're playing with words here. If it wasn't arbitrary, it was both 
discretionary and outside of mandate and due oversight... which adds up pretty 
close to arbitrary.

It was also manipulative of the election whether or not this was intended.

In a normal election, this sort of manipulation of the campaign would lead to a 
recall and ineligibility of any and all candidates involved in the manipulation.

In a typical OSS project, this would also lead to revocation of admin 
privileges.
