Yes, the aim is to attain complete coverage.
Why? Empty documentation is useless. Useless documentation is worse than
no documentation, because it wastes your time.
I don't think listing supported raw muxers is useless. Also ffmpeg docs
tends to be a reference documentation, so completeness (in regards to the
list of muxers/codecs/etc and their options) is a requirement we should
try to fulfill.
