Possibly not just CPU time, user time too: on my box (rather fast for that kind of thing), the speed drops from 2500 Mo/s (based on used CPU time, actual speed 500 Mo/s due to other limits) to 31 Mo/s. You can see the difference on gigabit ethernet under good circumstances. On a less powerful CPU (Atom 1.8 GHz), the figures are 4 Mo/s vs. 15 Mo/s. I know ADSL links where it would make a difference, and it may also make a difference for remotely reading a high-bitrate Blu-ray. But still, I do not consider it an issue, as I still think users enabling compression for SSH (nit: for SSH, not just "interactive SSH", i.e. scp and SFTP too) should know what they are doing.
