As far as I know apt/synaptic only work for his repository on ibiblio. I just downloaded apt, apt-devel and synaptic via ftp. Ran "apt-get update" Then you can use either apt-get or synaptic to install packages plus their dependencies.
Steer clear of dist-upgrade, it "may" remove a whole lot more than you want it to. Someone else may know different...
