First step is to make sure you're using Evolution 2.24 or later, as the
email composer underwent a major rewrite between 2.22 and 2.24.

I've chronicled my unsuccessful attempts to reproduce the bug there.
Clearly I'm doing something wrong or missing a step, since several
others have reported this behavior.  If you can spot my error, please
chime in.
