When we've seen this (on both Windows 10 and 11) it usually means that it's
not communicating with Java properly.

We don't have the capacity to do direct desktop support for our libraries,
so we typically recommend that they completely uninstall Hatch and clear
all Hatch workstation settings, then reinstall starting with the current
JDK first before reinstalling Hatch.
