Yes, it may just be a difference in workflows. If it were me, and assuming
that any library could send any copy to the bindery for repairs, I would
just have staff use Mark Damaged prior to checkin - this will change the
status, close the circulation, prevent it from going into transit, hide it
from the OPAC, and make it non-hold-targetable all in one step.

(We are a little different since we are a large consortium - we *want* it
to go into transit to the owning library system before it gets marked
damaged since each library system does their own repairs, and only the
owning library can determine whether or not they want to bill the last
patron for damages.)
