Sorry, I got absolutely hammered dealing with bot attacks. This issue is still unresolved. I've checked the SIPServer files and they all appear to be default. The ones on the util server which handles the sip connection are all dated 2021. I don't see anything that would tell it to differentiate between sending the 11 or 12 checkout message. Apparently the issue with Bibliotheca is that they're waiting for the 12 message and keep only getting the 11 one so it times out.
No other vendors are having issues.
