Jon, there is a sipServer test suite that you can use to confirm that checkouts via sip2 work on your system.

The machine that runs the test scripts needs to be able to connect to your sip server. There is a readme that explains how to run different test. There is a test for checkouts included. And see if you can get a capture of the failing checkout request so you can compare it with a working example if your testing shows no issues.
