Jon, there is a sipServer test suite that you can use to confirm that
checkouts via sip2 work on your system.

Usually installed at /opt/SIPServer/t/

You need to edit SIPtest.pm to enter valid information for testing.  The
machine that runs the test scripts needs to be able to connect to your sip
server.
There is a readme that explains how to run different test.

There is a test for checkouts included.

And see if you can get a capture of the failing checkout request so you can
compare it with a working example if your testing shows no issues.
