The Waymo rollout has not been without its issues, and they are VERY
careful with lots of back-end monitoring.
Tesla is not ready to have unmanned vehicles running around unless
they do what Waymo does and have remote monitoring.
That's already been mentioned as being the case for initial rollout -
which is going to happen in TX, where the Gov couldn't care less about
citizen safety.
