David Not sure how long it's been possible, but the ChargePoint chargers here in Oregon will let you tap your credit or debit card and charge just as you described. Have done it myself multiple times.
I don't mind the phone apps myself, but I do agree that making it as easy as ICE fueling is a great idea.
