It sounds like your charger has an electrolytic capacitor across its output.

Could you add a precharging circuit across the contactor?  

That would be another relay with a resistor in series.  Close the 
precharging relay first, so the cap is charged graduallly. Then after 5-10 
seconds, close the main relay.  

Or instead of a blind timer, have a circut watch the voltage across the 
contactor, and close it when the voltage gets close enough to zero.
