It could well be true. It's a situation related to the "tragedy of the commons". If a resource is cheap enough, theren's no incentive not to waste it.

I remember reading about the early days of logging in Minnesota. They essentially clear-cut the entire state because it was a "free" resource. One statistic was that over half the trees they cut were just for fuel for the steam-powered sawmills.

I imagine the same thing happens with oil and gas. Since they are getting it almost for free, why not burn as much as you like during processing?
