Another possibility for the limited battery life is a shorted motor. I once had a rented scissor lift that had this problem. Rental company claimed it had new (or quite recent) batteries, but it would only run 15-20 minutes before needing a recharge.
Not sure how you would isolate which is the problem on your machine, but it would be worthwhile to confirm worn out batteries before sinking a lot of money into a new set.
