Take a small personal hiking butane or propane heater. Sure, its fossil fuel, but nothing is more efficient at producing heat. Producing heat from a resistance heater from a battery, charged by 50% coal is not efficient.
Better... just sit on a 50W medicinal heating pad pre-warmed by 120 VAC before getting in the car. The heat trapped between your butt and the seat lasts my full 30 minute commute.
