Thirty years ago when I was advocating for ZEV controls, the issue was murky, and depended on where you were talking about. Coal was king in many places, and it looked to be the case for eternity.
But more recently, and in particular the last five years, things have changed significantly. Coal use is in secular decline and will continue to be. And particularly with the increased use of solar and wind, the issue is becoming more irrelevant every day.
