What about putting heat sink fins on the motor case? Do you know whether the problem lies in the heat transfer from the windings to the case versus the case to the surrounding air?

 Do you want the motor to be waterproof (rain, mud, ...) or not?
 If you leave it open (with *many* holes) then it can cool better
but (like a DC motor) you better blow filtered/screened air through it if you want to avoid road debris, dirt, rain and stones to be eaten by the
 motor.
