Almost, but not quite. The current incentives to buy a ZEV will remain in place, so there is still an incentive to buy a ZEV. The new bill gives some real incentives to swap their older, higher polluting vehicle for the cleanest ones. One barrier to retiring older vehicles is that low income folks can't afford to replace the old and dirty with new and clean.
