Yes, tax credits are unavailble to people with little or no taxable income. On my PV array, I got a $10000 tax credit from Uncle. The lovely state of North Carolina made the credit a little more at $10500. This particular credit allows you only 5 or 6 years to get it back. No problem getting it out of Uncle, but it may take 5 or 6 years with NC because the tax liability is much less. The savings from a PV array add up at a reasonable pace.
It is also less likely a person with few resources could pay for the array or have sufficient credit to borrow for it. Where we are talking about cars that cost 3+ times more than a PV array, there are far fewer people are able to gain the incentive. The PV makes sense for me, but no current incentives would make a car worth considering - from an economic POV. If you can actually chuck out $30000 or more for a car, then I guess this becomes interesting. I don't even want to insure such a thing.
