This is the sort of approach that plays well to many people.  Heck, who's 
going to argue that already-wealthy folks should get handed cash to buy 
expensive cars?

What's more, as I understand the FEDERAL tax credits (someone correct me if 
this is wrong), they actually DO benefit higher income folks more, because 
those people have higher taxes for the tax credits to balance out.  They get 
their incentives faster.

I'll probably get flamed for saying this, maybe with reason.  But I think we 
have to consider - statistically speaking, who are the "green" buyers?  Who 
are the people with education and genuine interest in EVs for what they are? 
Who are the folks who have GARAGES where they can charge EVs at home?  

I know, it doesn't look good to give incentives to folks who don't need 
them.  But what is California trying to do here?  If cleaner air is really 
what the state wants, IMO they should be glad you're considering an EV at 
all, and willing to help make it happen, regardless of your income level.  
ALL Californians breathe and benefit from the resulting cleaner air, no 
matter how much money they make, no?
