It looks like the /RemoveDistributionDir=false isn’t valid for 60 ESR according to https://firefox-source-docs.mozilla.org/browser/installer/windows/installer/FullConfig.html
Is there any plans to include it in 60 ESR? In short, if Firefox updates itself, it keeps the distribution dir. If someone uses setup.exe to install a new version, that's called a "pave-over" install that deletes that dir. However, this is just the default behavior, and setup.exe has a command-line flag for this: /RemoveDistributionDir=false I'm waiting for Victor to confirm in the bug if that's what was happening.
