We investigated this issue on bugzilla:

The conclusion there was that these reports were probably using setup.exe
to update Firefox. In short, if Firefox updates itself, it keeps the
distribution dir.  If someone uses setup.exe to install a new version,
that's called a "pave-over" install that deletes that dir.

However, this is just the default behavior, and setup.exe has a
command-line flag for this: /RemoveDistributionDir=false

I'm waiting for Victor to confirm in the bug if that's what was happening.
