We (on Linux) install Firefox centrally (on an NFS share) and currently 
set preferences etc based on various environment variables via an 
AutoConfig file

As the Policy json files will be static (i.e. no javascript if/then/else 
type logic), the ability to select different Policy files base on env 
vars (for example) would be needed

I'm not sure how you would define 'only be controlled by a sysadmin' - 
our NFS share path is not a 'standard' location that you would find on a 
Linux install, but it is only writable by root ...
