I should note that the pref was meant only for tests, and not intended to
be officially supported (because it's in a location that can be user
controlled)

If there's a policies.json file in the appdir, it will always be used
instead of the one specified through the pref.

Having said that, can you elaborate more on what path would you intend to
use?  We can add support for more paths, if they are in places that can
only be controlled by a sysadmin.
