I have been using 4 for years, so I don't know how it seemed to solve my
problem with add-ons being disabled by default.

(I used to set it to 11, then amended it to 4, thinking I'd
misunderstood its meaning.)

What should I set it to to allow add-ons to be installed by the admin?

extensions.autoDisableScopes=0 to disable the setting entirely? That
doesn't work, they're still all disabled

extensions.autoDisableScopes=8 to specify somewhere on Windows that has
no meaning, thus leaving the areas I want enabled? That doesn't work either
