Yes "severe under extrusion" This would explain the bed adhesion problem too, it needs to pump out 1/3rd more plastic. Gene, the plastic sicks to what ever is below it because there is a 0.4mm of hot and PRESSURIZED plastic under the nozzle. The hot circle of pressurized plastic melts whatever is below it in the case if layer #1 pushes the plastic into micro structure of the aluminum.
